See the Millennium Hilton Bangkok (hotel) across the river, over to the right, with the saucer top? That's where we had a rooftop bar experience in May 2017. At the time, those two towers were not even a third of the way built. Those towers and that "glass box building" to the left of them make up the Iconsiam development.
